Texarkana Defense Project, Texas, USA (2015)

Movement from strategy to action

Project Overview

The Red River Army Depot (RRAD) is an industrial complex, located in Bowie County Texas, which provides responsive and innovative solutions for the Department of Defense in repair, overhaul, remanufacture, and conversion of combat systems and tactical vehicles. RRAD currently has approximately 6400 employees, and is the largest employer in the region. Precipitated by concerns regarding the workforce alignment and future of the Red River Army Depot (RRAD), Workforce Solutions Northeast Texas applied for and was awarded a grant from the Office of Economic Adjustment, Department of Defense, USA. The initial grant funds were used to develop a broad strategic action plan focused on workforce retention and economic growth for the region surrounding RRAD. This plan, titled ‘Regional Talent Retention and Economic Growth Strategy’ (2014) produced an analysis of the region, and a broad set of potential strategic actions.

Future iQ®'s Role in this Project

Future iQ was contracted by Workforce Solutions Northeast Texas in 2015 to develop a Strategic Implementation Plan, and help move the process from ‘strategy to action’. The Strategic planning process developed by Future iQ included:

    • In mid 2015, Future iQ undertook surveys to determine stakeholders identified priorities within the suite of strategic actions.
    • Conducted stakeholder workshop to engage the local regional economic and workforce ‘eco-system’ into building a cohesive and aligned regional action and implementation plan.
    • Prepared the Strategic Implementation Plan and accompanying recommendations.
